God's goal was to create beings with physical bodies whose souls behave how He wants them to. But to do that, he has to thiết kế the physical bodies (the brain being a part of the physical) in such a way where they would, in accordance with the rules of the Universe which He created, have behavior which goes hand-in-hand with the behavior of their souls.
