Why is it that we can't save a câu hỏi to các sở thích whereas we can save số phiếu bầu to favorites?? Why is there such kind of difference? I don't get it.

Because các câu hỏi have a higher chance of getting deleted, than polls/pictures/videos ect.
That isn't necessarily true, but from my experience on fanpop, it has been.
