Sure they can change, if they want to do so. Everyone has free will.

Only if someone does that to them too and they understand how awful it is. Though unfortunately most bullies don't change.

It depends, some change some don't or maybe it takes longer for them .I got in a fight with a guy that bully me for 3 days back in High School and after that he didn't change he kept on been the same bad guy. But maybe he has now, I don't know.

of course since anyone can change. besides, not everyone, if anyone at all, sees themselves as a bully. some people don't mean to be mean and some genuinely think they have a right to say nasty things for whatever reason but don't consider it bullying.
