How did Mothe Gothel know Rapunzel was missing?

Every time I've watched Tangled, I couldn't figure out why a horse without a rider would make her think Rapunzel was gone. The only thing I can come up with was she thought the rider of the horse had found Rapunzel and was taking her back to the castle. Is that what was going on?
