Yes it is. This is one-sided abuse (I just made that word up right now). Neglect is considered abuse because a child needs attention. But in a court of law not only will the parent who neglects the child will go to jail but also the parent who payed attention to the child as well. Because they did nothing to stop the parent from neglecting the child, hoặc in other words is basically being a bystander hoặc almost like also being involved in the neglect also.
