I dislike the pairing CielxLizzie as well, simply because I don't think Ciel loves her that way. However, incest was indeed the norm in the Victorian era, and it was used in order to keep the same family in control of their empire. Incest is still not all as uncommon today as we would like to think, and according to multiple sources, it's actually common in Nhật Bản (hence the reason why so many anime include incest).
