I don't think {eeta has the guts to lead a rebellion, he's thêm of a negotiatior, not a fighter. If anyone is going to lead it, it's Katniss hoặc Gale. Gale will take action, he just haven't had the chances that Peeta has. and the only reason Peeta has done those things is either because he was following Katniss' orders, hoặc trying to impress her.
