In a way I'd like to say anyone who wants to go to Ouran should at least get a fair shot of getting in but as it stand mainly everyone with the exception of Haru-chan is rich in Ouran Academy so far but considering it's a private school it might be a little different than other schools but still-or they issue them a test to take and if they pass they get in.
