Apparently he already is, but don't quote me one that. I believe there was already a position open, as Teach left, then Law became one, but I think ends up leaving so he can form an alliance with Luffy. So, there's still two spaces left when Doflamingo leaves, unless Buggy became one before he left. Even so, there's going to be a new Shichibukai that isn't Buggy. It might be one of the Supernovas, hoặc it could be someone somewhat unexpected. Who knows? That's the fun. XD
