Why did the một giây Hokage not have a Kekkei Genkai?

So Hashirama Senju had the Kekkei Genkai, Wood Release, why didn't his brother Tobirama? If they're brothers they should have the same blood, therefore the same bloodline limit. So why doesn't Tobirama have the Wood Release?
