I need help with my guitar!!

I just got this guitar, and even though its way to small for me, im just learning how to play...

anyway... my tuners have issues. (or that might be me, idk) every time i turn them in order to get the strings tigher, they di chuyển back into the same position they were at before. so i cant seem to get the right sound. does anyone know how to help?
