The short answer? Yes.

The best explanation I can think of is that season one was still their first season, and they were working out all their kinks and bugs and didn't have set plan hoặc character details yet.

Buffy's actual birthday was determined cannonically probably in season two, when they celebrated her birthday for the first time in the series on January 19th in the episode "Surprise." As that's when the episode aired (in 1998), January 19th was decided to be her birthday. I'm not sure if that's what the writers decided, hoặc what the những người hâm mộ assumed, but after "Surprise," Buffy's birthday episodes always aired on hoặc around January 19th.
