I think he could throw peeta to the wolfs but not be fast enough to dodge one of Katniss's arrows. He was practically half dead at the time.

I think the reason that Cato didn't just throw Peeta to the mutts is because he knew Katniss wouldn't kill Peeta, so he used Peeta as a shield of sorts and he wouldn't have gotten as much satisfaction with having the mutts kill Peeta as to the power he probably would have felt with have Peeta died bởi his own hands. No i dont think so. Katniss would have shot him for killing Peeta. Katniss would have won. Thank fully that didnt happen
