What are "User Videos"?

On Deviantart, my friend Almir Velovic mentioned that he was being harassed bởi a user name Taylor JoliCoeur. This afternoon, I got a bình luận from a user called "Ronney Zamora", telling me to stop making "user videos", even though I was making it for Velovic. He even adds that it doesn't matter and that "user videos" can create a Community Guideline Strike.
