Does this annoy anyone else?

When a fanpopper (like 90% of them) will watch a video hoặc view a picture but NOT RATE IT! Ratings are practically the only way to win huy chương on spots. If the person takes the time to đăng tải it, then the person viewing it should take the time to rate it!
