I'm not certain of the reason why, but I have an idea. When the feature which allows us to vote for icons, banners and backgrounds first emerged, it was only present in larger các câu lạc bộ - các câu lạc bộ with 100+ members, I believe. It was later expanded to các câu lạc bộ with 10+ members. Possibly, when the expansion was done, only các biểu tượng and banners were added. The ability to choose a background image might still be only present in 100+ member clubs.

Actually, looking at the image bạn posted, it can't be that since both các câu lạc bộ bạn give as examples have over a thousand members. But one has over 10, 000. Maybe a club has to be that large for a background?
