Does fanpop choose when bạn receive caps?

Kk thanks. i cannot remember what ngày i joined so i guess i will have to wait and see. Do bạn receive a notification when bạn get the milestone mũ lưỡi trai, cap in question?

Yes, the notofication appears in the bottom right corner as soon as bạn log in.
