She doesn't look like Madame Katarina. Madame Katarina has gray hair and glasses. They are different. But I think they act a bit the same.

She reminded me more of Aunt Elizabeth Drosselmayer. Think about it. They're both the fun-loving (or at least friendly) family member of the stereotypical "strict" person (grandfather Drosselmayer and Madame Natasha), and they both give the Barbie character something that allows her to embark on an adventure. Lastly, they both seem to know something we don't. (I still believe Aunt Drosselmayer was aware of Pathenia and Madame Katerina knows what the pink shoes can do)

As for appearance, no, Madame Katerina doesn't resemble anyone from previous movies, at least in my opinion. Christie is way younger.

Her appearance is different but her mysteriousness and kindness is like Christie. When she suddenly disappear just when Kristyn tries the pink shoes reminds me of Christie disappears suddenly after Barbie sings "The Wish I Wish Tonight".
