Was Madame Giry an ally to the Phantom?

When Carlotta quits, Madame Giry tells Andre and Firmin that Christine could sing it. Did she do it just because she thought that Christine could sing it, hoặc did the Phantom tell her to? Was it all part of the Phantom's plan?
