How come Scar, Zira, Kovu and the Outsiders claws are always sticking out but Simba and the Pridelander's are'nt.

I think it's just a detail to add to how they are the villains. As Scar too always had his claws outdrawn.

Kovu's claws weren't always out. Once bạn can see that kind of white dot in his eye, I think his claws went back in his paws. He didn't need them, and he changed.
