Can't stand any of them, I HATE cliche bullies... If we actually got some back-story from bullies about why they behave the way they do I could maybe even like them a lot... It's just like with villains, we need the perspective to like them instead of the show just showing them as one-dementional characters with no story, development or humanity

I picked Tommy and Carol first as they are jerks, but Troy and his friend did pull a knife on Dustin blackmailing Mike into killing himself. They both, the bullies that is, got what they deserved when El confronted them. Tommy and Carol were just annoying. Though none of these bullies could compare to Billy as he bullied Max and beated the crap out Steve, nearly killing him and was an obvious racist (towards Lucas as he didn't want Max near him and threatened Lucas' life.) Though he did redeem himself in the end of S3, too bad we couldn't see him change into a better person.
