Janeway is the best, closely followed by Captain Picard, and Captian Kirk.

k hounestly i without a dout every time will pick Janeway and anyone who says otherwise well ill argue with u till im blue in the face. Captin Janeway had to fight through more obsticals and overcome more odds than any other captin, and she did it with more grace. She never sacraficed her belifes and her morals for anyone she would do what she thought was right even if it meant sacraficing herself, she never once violated the prime directive she would have died first, because she belived in it. what other captin can say that. Also all the rest of the captins were captin no matter where they were on the bridge or the hollodeck. They had no swich. Janeway on the other hand there was no deniing voyager was her ship and that was her crew she would protect them and she was their commanding officer and they would follow her orders because she was the captin. But when she wasnt on duty she would go play volocity and pool and just hang out she would be just one of the guys no more no less. Captin but still human.
