Does anyone remember the 80's movie that had this dude who could detatch his legs and connect his torso to what looked like a small tank? He also had a forearm that was a gun. Half his face was metal with a red eye, I believe. Kinda like Kano.

This other dude, who was real old, somehow reversed his aging and built a time machine so he could go back and be the ruler of ancient Rome. I think his name in the movie was Avid Reeves. He carried a golden shield and wore a red cape, pretty boss. Can anyone help me with this movie's title? I've been searching for a long time now with no luck.
