If people wear bikini and swim trunks in public, why is it considered "Inappropriate" to wear their underwear in public?

Because bạn usually don't swim in your underwear...and there's a lot of places it would be inappropriate to wear swimwear too...off the hàng đầu, đầu trang of my head, church for example.
