Has Katniss changed her mind about the Captiol? (see backround information)

At first, in the beginning of the Hunger Games, book 1, It is clear that Katniss dislikes, possibly hates, the people of the Capitol. But, after meeting her prep team for the Games-especially Cinna- do bạn think that she had changed her mind about the Capitol people? hoặc is she just hiding her feelings?

I think when she meets her prep team, and gets to know them, she realizes that it's not the PEOPLE in the Capitol she hates. It's the one person orcustrating the whole Hunger Games. President Snow.
