though both really care for other people, history showed that it's really difficult to handle lupin, because he can't control his transformation nor his actions as a werewolf and though jacob's really strong, his only interest seems to be bella....

I don't really know...but I don't think so because they're too different. Jacob is funny, cheerful, bold and confident while Lupin is shy, sensitive towards others, caring and concerned. Besides, they have different purposes in life. Jacob's purpose is to gain Bella while Lupin's is to vanquish Voldemort. They'll probably be civil to each other (coz Lupin is civil to even snape) but they won't grow too close.
