Why do some các câu lạc bộ have the option of suggesting a new background image, while in other các câu lạc bộ bạn can only suggest các biểu tượng and banners?

I made a diễn đàn suggesting possible backgrounds for the Bangel club, but then I noticed that I couldn't make the phiếu bầu for it. Other các câu lạc bộ have that option.

No, there's definitely a lot thêm members needed for a background. The Bangel club has over 1000 but there's no background option. It probably is down to the numbers though.
