It depends how long before the reaping Gale died. If it was right before, Katniss would be devastated and sad, and probably not as open to speaking to anyone, especially Peeta. And if she didn't form a relationship with Peeta, they wouldn't have called that there could be two winners. And if they didn't do that, katniss wouldn't have gone to find Peeta and he would die alone in a mud bank. All the while, Prim and her mother would be scraping by, just as Gale's family would.
