I don't see anything wrong with a hug, but somehow I can still understand why bạn can get in trouble for that. Don't ask me why, because I don't know either. On my school, there is a policy like that too. Maybe it is because there are some people who feel uncomfortable seeing two people hug. Sounds reasonable to me.

The only thing that bugs me about my sister's school is that homosexual couples (I'm NOT homophobic) can Kiss and hug and hold hands while hetrosexual couples are forbidden to.

For instance, obviously making out with somebody in the middle of class is a no-no.
However, if bạn were to hold hands with (or, for instance, hug...) your gf, I see absolutely nothing wrong with that.
