This question just came to me right now because I started to notice that a lot of people have Haley as their favorite girl on the show, where a couple of years back I would say Brooke was the most popular girl on the show, but now I think it's Haley by far.
I think before it used to be:
Brooke
Peyton
Haley
But now its:
Haley
Peyton/Brooke
when it comes to popularity from the fans...just something I noticed, I could be wrong.

By far :).. i have always love Peyton MOST,then Haley and Brooke,but Adore all 3,but Peyton is one of my favorite character all time:D

I have never met a person who liked Brooke better than Haley/Peyton.
In my opinion, a first time S1 viewer would go with Haley becuase she is a character which has an immediate impact on the viewers from the first episode; best friend with the hero of the story. Peyton (although not my case) needs sometime to be appreciated and loved. S1 Brooke is all about guys and wants to have fun, drinking & sex. Then of course she changed.

Unfortunately in 2013 fanpopers prefer Peyton!
I wish I was here earlier in the Brooke kingdom :(
