tony was in charge of gibbs team when gibbs retired for a while after season 4 also he was given a team but he tuned it down coz he wanted to stay with the team

he did turn it down as i think that he would miss them all too much as he has been there for years. The team would lack charisma as well as he brings in his constant joking and coming up with movie references for everything (quoting Ziva: "MR Movie Man")
