What happens if a werewolf pack leader is killed bởi a non-werewolf?

When a pack leader is killed bởi a werewolf, the killer becomes the new leader. What happens if the killer isn't one, though? Would they try to infect him then force him to lead? hoặc would it be the one situation where the pack would avenge the dead leader?
