Let's clear this up, is hoặc is nicht, the HRE, Germany?

I read in one of the comics how Prussia was describing how he unified and created what is Germany, but then again Prussia is awesome but arrogant.
But several những người hâm mộ believe Germany is HRE. Personally I don't believe he is.
After all the HRE was mainly Austria. He had darker eyes than Germany. He had a slightly different personality. And isn't the HRE somewhat older than Italy, Italy does call him an older brother. And you'll think Prussia would remember HRE being Germany.
But I am confuse so is hoặc is not the HRE Germany? I'm not gonna argue with you, I just want to know bạn guys opinion. Cause I'm really confuse about this.

It depends on your colour perception, but in that particular bức ảnh HRE's eyes are a deeper and brighter blue than Germany's.
