Twilight has parents that look like 17 year olds :p

I can't think of anyone in Twilight who had bad parents.

I can't say the same for Harry Potter, but I'm sure it was intentional. It's not a fault.

I don't think what age they look makes a difference at all.

Most adults and parents in HP were abysmal. They had to be so in order for the story to have developed the way it did. The adults had to be incompetent so that the children (as young as 11) had to step in and do their jobs for them.

It's a common practice in children's books, making adults out to be bumbling, incompetent, clueless, misguided or just plain evil so that the story is not easily and quickly solved by adults possessing a modicum of common sense.

Harry's parents DIED for him. They are people who you can admire, especially Molly W. She's a strong, fiery red-head who will do anything to keep her family safe.
In Twilight, the parents are there just for the sake of being there. They don't do anything relevant to the story.

^ What Harry's parents did was not something done out of the ordinary. It's instinctive. It's something you can even expect from wild animals, the need to stand between danger and their offspring. But What makes them not good parental figures is the fact James was an arrogant bullying prat and both of them were incompetent enough to ignore sensible advice and pick first Sirius as their secret keeper and then switch it over to Peter. They were obviously poor judges of character and put their child's life in danger by declining a fail safe secret keeper in preference to their emotional choice of Sirius and later Peter.

Molly is an awful parent. Firstly, she's inconsistent. She basically shrugs off the twins for stealing the car and driving it into a muggle suburb and kidnapping a minor from his guardians, yet blasts Ron for taking the car in order to get to school. She's quick to judge without knowing all the facts as evidenced by her reaction to Hermione simply because of the articles written by Skeeter. But worst of all, She continues to send her youngest children to an obviously dangerous school where death eaters seem to be constantly hired as teachers, where her children have been possessed, poisoned, attacked by a teacher (Lockheart), attacked by a werewolf hired by the headmaster, where a student was murdered, where a sadistic minister worker was in charge and in Ginny's last year, while the school was under the administration of Deatheaters and Snape who she at the time believer was a murderer. Who sends off their daughter for a whole year to be under the care of such people?!

James, Lily, Arthur, and Molly are not the only parental figures in Harry Potter.
