On fanpop trang chủ page there is a bar that is green and in the upper right (on my browser). It says "Start a new club". If this was not what bạn were asking, sorry.
fanpop doesn't allow new members to create các câu lạc bộ instantly. bạn have to wait a few months after creating your account before bạn can start a new club. It's supposed to make the creation of duplicate hoặc spam các câu lạc bộ less likely.
