It's such a background element to the story - the real focus is on the tension between Moses' nostalgia for Rameses and his past on one hand, and the growing ties to his siblings and to God (and all the obligations that come with those) on the other. Romance isn't the point, so their relationship doesn't get much development imo.
The movie never gets into what draws them to each other. And that's important to do for two people who aren't an obvious match. In a tribe full of guys, why does Tzipporah go for Moses? It's great that he's not an asshole anymore, but that's also a super low bar to clear tbh - Tzipporah seems like the type to want a love interest to bring a lot more to the table. And what does she do for him? We don't know.
Then her whole personality/animus is just "along for the ride" after they get married and head back to Egypt. We can assume she's part of his support network, which is cool, but having her around doesn't really seem to do much for Moses - throughout the movie he gets more meaningful encouragement from Miriam, Aaron, and even from Tzipporah's own dad than he does from her.
Though I do like that their relationship develops over years instead of being the instalove that happens with a lot of animated couples. And that Moses has to work for it.
