Woodsman001 I agree. And the very best way is to harshly fine and/or imprison any cat-owner that lets their invasive-species cat outdoors. Just because a cat-owner isn't using a baseball-bat or other item to torture and disembowel native wildlife for play-toys for their invasive-species cats, this doesn't mean that they are any less responsible for causing the suffering and torture of thousands of native and even endangered animals during the life of their cat.
